Job requisition ID :: 104974 Date: Jul 2, 2026 Location: Mumbai Designation: Consultant Entity: Deloitte Touche Tohmatsu India LLP **Job Description** **Position:** Consultant **Role:** Power Utilities (Finance Expert) The Finance Expert will be responsible for overseeing financial management, accounting, budgeting, disbursement processes, and compliance for funded programs/projects. The role ensures adherence to financial guidelines, robust internal controls, and effective financial reporting in alignment with program and organizational requirements. - Ensure compliance with applicable financial management frameworks, guidelines, and reporting requirements. - Monitor adherence to financial covenants and program-specific financial conditions. - Establish and monitor program budgeting processes, ensuring clear identification of program expenditures within organizational/government budgets. - Facilitate the use of dedicated budget codes and ensure transparent tracking of program funds. - Manage designated accounts for program funds and oversee disbursement processes linked to achievement of defined milestones or performance indicators. - Prepare and submit fund withdrawal applications in a timely manner in line with applicable procedures and guidelines. - Ensure accurate accounting and financial reporting systems are in place for program tracking. - Map program expenditure categories to appropriate heads in the chart of accounts. - Prepare periodic financial reports including quarterly updates and annual financial statements. - Establish and oversee effective internal control mechanisms and internal audit functions. - Coordinate with external auditors and ensure compliance with agreed terms of reference. - Ensure timely implementation of audit recommendations and corrective actions. - Track financial management action plans and ensure timely implementation of agreed measures. - Support financial reviews and ensure readiness for audits, inspections, and evaluations. - Provide training to accounting, finance, and relevant staff on financial procedures, disbursement processes, and compliance requirements. - Develop and update financial management manuals and standard operating procedures as required. - Ensure robust asset management systems, including operations and maintenance tracking. **Education**: Chartered Accountant **Essesntial Skills:** Good client management skills Good communication skills
