Job Description Deputy Manager Costing & Budgeting (MEP) About the Role The Deputy Manager – Costing & Budgeting (MEP) will be responsible for preparing, reviewing, and monitoring project budgets related to Mechanical, Electrical, and Plumbing (MEP) works across residential, commercial, and mixed-use developments. The role involves cost estimation, value engineering, benchmarking, tender support, budget control, and coordination with internal stakeholders to ensure cost optimization without compromising quality, safety, or project timelines. Key Responsibilities Cost Estimation & Budgeting - Prepare detailed MEP cost estimates and project budgets from concept to execution stages. - Develop BOQs based on drawings, specifications, and design inputs. - Validate quantity take-offs for MEP systems. - Prepare project cost plans and update budgets at different design stages. - Ensure budgets align with approved project financial targets. Cost Control & Monitoring - Monitor project costs against approved budgets throughout the project lifecycle. - Track budget utilization and identify cost variances. - Prepare monthly cost reports and variance analysis. - Recommend corrective actions to control project costs. Tendering & Procurement Support - Prepare tender BOQs and technical cost estimates. - Evaluate commercial bids from contractors and vendors. - Conduct rate analysis and benchmark quotations. - Support negotiations to achieve optimum commercial outcomes. Value Engineering - Identify opportunities for cost optimization without impacting quality or functionality. - Recommend alternate materials, systems, and specifications. - Participate in value engineering workshops during design development. Vendor & Market Analysis - Maintain updated market rates for MEP materials and services. - Develop cost benchmarks based on historical project data. - Track industry pricing trends and inflation impacts. Stakeholder Management - Coordinate with Design, Procurement, Projects, Contracts, Finance, and external consultants. - Support project teams during budget approvals and commercial reviews. - Assist in resolving commercial and costing-related issues during execution. Compliance & Governance - Ensure adherence to company costing standards and procurement policies. - Maintain proper documentation of estimates, approvals, and commercial records. - Support internal and external audits related to project costing. Qualifications - Bachelor's Degree in r Electrical Engineering. - Postgraduate qualification in Construction Management, Quantity Surveying, or Cost Management is preferred. Experience - 8–14 years of experience in MEP costing, budgeting, quantity surveying, or commercial management within real estate, EPC, construction, or infrastructure sectors. - Experience in residential and commercial real estate projects is preferred. Technical Skills - Strong understanding of MEP systems and installations. - Quantity take-off and BOQ preparation. - Cost estimation and budgeting techniques. - Tender evaluation and commercial analysis. - Rate analysis and market benchmarking. - Value engineering. - Knowledge of project cost control methodologies. - Proficiency in MS Excel (advanced), AutoCAD, ERP/SAP, and estimation software.
