Job Summary We are seeking a Development and Test Manager with 12+ years of experience leading software development, verification, and quality engineering for connected healthcare and regulated medical software. The manager will provide technical and people leadership across the complete product lifecycle—from requirements, architecture, design, and implementation through functional, automation, performance, reliability, and release-readiness testing. This role owns delivery of cloud-native applications, REST and GraphQL APIs, user interfaces, microservices, medical-device integrations, and EMR/EHR workflows within agreed quality, schedule, and budget commitments. The role combines engineering leadership, development and test governance, technical direction, stakeholder management, design-control compliance, and audit-ready delivery. What you’ll be doing • Define and continuously improve the integrated software development and test strategy in alignment with product roadmaps, business priorities, regulatory commitments, architecture direction, and release plans. • Lead software developers, automation engineers, performance engineers, and functional verification engineers; manage capacity, hiring, onboarding, objectives, coaching, technical development, succession planning, and delivery accountability. • Plan and lead engineering assignments involving the evaluation, selection, and adaptation of software designs, technologies, development methods, test approaches, tools, and engineering practices. • Provide technical direction from product conception through requirements, architecture, detailed design, implementation, integration, verification, release, and sustaining activities. • Establish software engineering governance covering estimation, design and code reviews, coding standards, branching and configuration management, unit and component testing, static analysis, code coverage, technical debt, defect management, and quality metrics. • Ensure software architecture and implementation meet requirements for maintainability, security, scalability, performance, reliability, interoperability, observability, and supportability. • Own delivery of cloud-native applications, microservices, REST and GraphQL APIs, web user interfaces, integration services, and data processing capabilities using appropriate C#/.NET and related technologies. • Establish test governance, risk-based planning, entry and exit criteria, requirements traceability, defect management, quality dashboards, and release-readiness assessments. • Own the roadmap and governance for reusable C#-based REST API and UI automation frameworks, including coding standards, test-data management, parallel execution, logging, reporting, and environment configuration. • Ensure unit, component, integration, smoke, regression, performance, scalability, reliability, security, and release-level testing is incorporated into CI/CD pipelines with appropriate automated quality gates. • Guide design, development, integration, and verification of HL7 ADT, FHIR resources, clinical workflows, EMR/EHR interfaces, connected medical devices, real-time communications, notifications, and downstream clinical systems. • Implement configuration and change management throughout the complete product lifecycle, including design, development, verification, release, and sustaining phases. • Partners with product, clinical, systems, architecture, DevOps, cybersecurity, quality, regulatory, service, manufacturing, and external integration teams to resolve dependencies, technical issues, and product risks. • Drive root-cause analysis by correlating application behavior, source code, automated and performance results, logs, API traces, network data, database records, queues, container metrics, and infrastructure telemetry. • Incorporate field issues, customer feedback, post-market learnings, and production trends into product design improvements, corrective actions, regression coverage, reliability testing, and performance validation. • Ensure compliance with the product development process, design controls, Quality System requirements, software lifecycle procedures, cybersecurity expectations, and applicable regulatory standards. • Maintain audit-ready requirements, architecture and design records, code and review evidence, plans, test cases, objective evidence, reports, approvals, and traceability in approved tools such as Jira, Jama, source-control platforms, and validated test-management systems. • Develop project plans, engineering milestones, resource strategies, budgets, and delivery forecasts; identify and mitigate issues that could affect quality, cost, scope, or schedule. • Manage external development partners, contractors, vendors, and third-party
