We are seeking an experienced Program Manager with a strong background in Semiconductor Equipment Automation to establish, scale, and manage an Offshore Development Center (ODC). The ideal candidate should have experience leading large engineering programs, building high-performing teams, managing customer relationships, and delivering software solutions for semiconductor equipment manufacturers. **Key Responsibilities** - Establish and scale an Offshore Development Center (ODC) from the ground up. - Define ODC governance, delivery processes, KPIs, resource planning, and operational excellence. - Build and mentor cross-functional teams including Software Architects, Technical Leads, Developers, QA, DevOps, and Business Analysts. - Drive end-to-end program execution, ensuring delivery on scope, schedule, quality, and budget. - Act as the primary customer interface, managing stakeholder communication and executive reviews. - Develop hiring strategies, onboarding plans, competency development, and succession planning. - Manage risks, dependencies, change requests, and escalation handling. - Ensure compliance with customer quality standards, security policies, and engineering best practices. - Collaborate with global teams across onsite and offshore locations. - Drive continuous improvement initiatives, automation, productivity, and innovation. We shine the brightest when we tap into the many dimensions that thrive across over 21,000 difference-makers in our workplace. **Work Experience** - 12+ years of experience in software engineering/program management, with significant experience in the Semiconductor Equipment domain. - Proven experience in setting up and scaling Offshore Development Centers (ODCs). - Strong understanding of semiconductor equipment software, factory automation, and manufacturing workflows. - Experience with SECS/GEM, GEM300 (E30, E37, E39, E40, E84, E87, E90, etc.), equipment integration, and factory automation. - Experience managing multiple projects and geographically distributed teams. - Strong knowledge of Agile, Scrum, Waterfall, and hybrid delivery models. - Excellent stakeholder management, negotiation, and communication skills. - Experience in budgeting, forecasting, resource planning, and program governance. - Strong leadership with the ability to mentor and grow engineering teams. **Preferred Technical Skills** - Java, C#, C++, Python, or similar technologies. - Cloud platforms (Azure/AWS), DevOps, CI/CD. - SQL/NoSQL databases. - Kafka, REST APIs, gRPC, microservices. - Experience with equipment communication protocols and industrial automation. **Preferred Qualifications** - Bachelor's or Master's degree in Computer Science, Electronics, Electrical Engineering, or related field. - PMP, PgMP, Agile, or Scrum certifications are desirable. - Key Competencies - ODC setup and scaling - Strategic planning - Customer relationship management - Delivery excellence - People leadership and mentoring - Risk and financial management - Semiconductor domain expertise - Executive communication - Continuous improvement mindset
