Job Description Responsibilities: 1. Contracting & Procurement • Lead the end-to-end procurement process for new research databases and resources. • Draft, review, and negotiate contract terms, ensuring alignment with business needs and risk mitigation standards. • Manage contract renewals, amendments, and extensions, ensuring continuity of service and timely execution. • Maintain a centralized repository of contracts and ensure version control and accessibility for stakeholders. • Coordinate with the Information Services (IS) team to assess database utility and identify new procurement opportunities. 2. Financial Management • Oversee the invoicing process, ensuring timely and accurate payments to vendors. • Track and reconcile vendor payments, maintaining detailed records for audit and reporting purposes. • Conduct usage analysis of subscribed databases to validate invoice accuracy and identify underutilized resources. • Support budgeting and forecasting activities by providing cost data and usage trends. • Collaborate with finance teams to allocate costs appropriately across departments or engagements. 3. Compliance & Risk Management • Ensure all contracts comply with internal procurement policies, legal standards, and regulatory requirements. • Perform due diligence on vendors, including background checks, financial stability assessments, and compliance certifications. • Coordinate legal and IT security reviews for all new and renewing agreements. • Monitor contract obligations and alert relevant teams to upcoming expirations, renewals, or compliance actions. 4. Operational Support • Facilitate onboarding and training sessions for internal teams on database access, usage policies, and procurement workflows. • Process payments using P-Cards (Procurement Cards) and maintain supporting documentation for reconciliation. • Act as a liaison between internal users and vendors for troubleshooting access issues, service disruptions, or escalations. • Maintain and update internal SOPs related to contract and procurement processes.
