Senior Consultant Monitoring, Evaluation & Learning (MLE), Public Policy & Government Advisory Department: LifeScience Location: Gurgaon or Bangalore Key Responsibilities 1. Monitoring, Evaluation & Learning Leadership Lead the design and implementation of Monitoring, Evaluation & Learning frameworks for large-scale government, CSR, foundation-funded and development-sector programmes. Develop and operationalize Theory of Change, Results Frameworks, Log-Frames, indicator matrices, KPI architectures, measurement plans and learning agendas. Design and oversee baseline, midline and endline assessments, process evaluations, outcome studies, impact assessments, performance reviews and learning exercises. Establish strong data quality assurance, reporting, dashboarding and evidence-generation mechanisms to support programme monitoring and course correction. Translate monitoring and evaluation findings into actionable recommendations for government counterparts, donors, foundations, CSR partners, grantees and implementing agencies. Institutionalize adaptive management and continuous learning practices across programmes, teams and client organizations. 2. Public Policy, Government Advisory & Systems Strengthening Lead public policy, governance, programme design and public systems strengthening engagements across priority social-sector domains. Support Central and State Government departments in strategy formulation, implementation planning, institutional diagnostics and programme performance improvement. Develop policy notes, strategic roadmaps, implement frameworks, operate models, review mechanisms and decision-support products. Facilitate consultations, workshops, policy dialogues and programme review meetings with senior government officials and ecosystem stakeholders. 3. Project Delivery & Client Management Manage complex consulting engagements across multiple workstreams, ensuring high-quality delivery within agreed timelines, budgets and scope. Lead preparation of client-ready deliverables, including reports, presentations, dashboards, concept notes, proposals, review decks and decision memos. Ensure strong project governance through workplans, milestone tracking, risk management, issue escalation and periodic client updates. Maintain senior-level client relationships and act as a trusted advisor to government, foundation, CSR and development-sector stakeholders. 4. Stakeholder & Partnership Engagement Engage effectively with government departments, public institutions, donor agencies, philanthropic foundations, CSR teams, grantees, NGOs and implementing partners. Support coordination across multi-stakeholder coalitions and ensure alignment between policy priorities, programme objectives and measurable outcomes. Strengthen partner reporting, performance review and learning processes for grantee- or CSRsupported programmes. 5. Team Leadership & Capability Building Lead, mentor and manage multidisciplinary teams comprising consultants, analysts, field coordinators and subject-matter experts. Set clear workstream priorities, review outputs, provide structured feedback and ensure delivery excellence across the team. Build internal capability on MLE methods, consulting problem-solving, government engagement and high-quality client communication. 6. Knowledge, Thought Leadership & Business Development Contribute to proposals, expressions of interest, concept notes and client pitches for public policy, MLE and social sector advisory opportunities. Develop thought leadership outputs, insights papers, case studies and knowledge products on impact measurement, evidence-based policy and programme effectiveness. Identify emerging opportunities across government advisory, CSR, philanthropic foundations, grantee management and development-sector transformation. Required Qualifications Minimum 1012 years of relevant experience in Monitoring, Evaluation & Learning, public policy, government advisory, development consulting, social impact programmes or public systems strengthening. Experience in working in Public Health either with government, foundations or not-for profit organization is preferred. Strong experience designing and implementing MLE systems, results frameworks, indicator frameworks, evaluations, learning reviews and performance management mechanisms. Experience working with grantees, philanthropic foundations, CSR programmes, donor-funded initiatives, NGOs, multilateral/bilateral agencies or development partners. Proven experience managing end-to-end project delivery, including work planning, stakeholder management, team supervision, quality assurance and senior client communication. Prior experience with a Big 4 consulting firm, reputed development consulting organization or leading advisory firm will be an added advantage. Demonstrated experience working with Central and/or Government departments, public institutions and large-scale public programmes.
