Job Description Position: HSE Manager Solar Power Plant O&M Location: U.P., North / Multiple O&M Sites Reporting To: Head HSE Role Overview The HSE Manager will lead and drive the Health, Safety & Environment function across multiple Solar Power Plant O&M locations, ensuring safe, compliant and reliable operations. The role will be responsible for establishing a strong safety culture, managing operational and maintenance risks, ensuring statutory compliance, strengthening contractor safety performance, and implementing standardized HSE systems across geographically dispersed sites. The role requires frequent travel and site visits to monitor HSE performance, conduct audits, support critical activities, and ensure consistent implementation of HSE standards across all O&M locations. Key Responsibilities HSE Leadership & Governance • Implement and maintain a standardized HSE management system across all solar O&M sites in line with corporate requirements, applicable laws and client standards. • Drive a strong zero-incident and proactive safety culture across employees, contractors and service providers. • Conduct regular site visits, HSE reviews, leadership interactions and safety campaigns across multiple locations. • Establish and monitor site-level HSE objectives, action plans and performance improvement initiatives. • Promote safety leadership, toolbox talks, behavioral safety and employee/contractor engagement programs. O&M Safety & Risk Management • Conduct and review HIRA/JSA/JHA for routine, non-routine and high-risk O&M activities. • Ensure safe execution of preventive and corrective maintenance activities involving HT/LT electrical systems, transformers, switchgear, inverters, batteries, modules, SCADA, transmission systems and associated equipment. • Drive robust implementation of Permit-to-Work (PTW), Lockout/Tagout (LOTO), electrical isolation, earthing and safe switching procedures. • Ensure effective controls for electrical work, working at height, lifting operations, hot work, confined space, excavation, chemical handling and other maintenance-related hazards. • Strengthen emergency preparedness for electrical incidents, fire, electrocution, medical emergencies, extreme weather and other site-specific scenarios. Contractor & Service Provider HSE Management • Establish effective HSE controls for O&M contractors, manpower agencies, OEMs, service providers and other third parties. • Evaluate contractor HSE performance, competency, statutory compliance and safe working practices. • Ensure contractor induction, competency verification, PPE compliance, PTW adherence and supervision of high-risk activities. • Monitor closure of contractor HSE observations and corrective actions within defined timelines. Statutory Compliance • Ensure compliance with applicable CEA Regulations, Electricity Act/Rules, Factories Act where applicable, state-specific requirements, environmental requirements and other relevant statutory provisions. • Monitor statutory licences, inspections, registers, records and mandatory reports across all O&M locations. • Ensure periodic review of legal registers and timely closure of statutory compliance gaps. Incident Management & Emergency Response • Lead investigation of incidents, near misses, unsafe acts/conditions and high-potential events. • Conduct Root Cause Analysis (RCA) and ensure effective corrective and preventive actions. • Analyze incident trends across multiple sites and implement organization-wide preventive measures. • Conduct and review emergency drills, emergency response plans and site preparedness. HSE Audits, Inspections & Performance Monitoring • Conduct periodic HSE audits, site inspections, compliance assessments and management reviews across all O&M locations. • Track leading and lagging HSE indicators and identify trends, recurring gaps and improvement opportunities. • Monitor closure of observations, CAPA and audit findings through defined tracking mechanisms. • Prepare consolidated HSE MIS, dashboards and performance reports for senior management. • Benchmark HSE performance across sites and drive continuous improvement. Training & Competency • Develop and implement annual HSE training plans for employees and contractors. • Conduct/ensure training on electrical safety, LOTO, PTW, fire safety, working at height, emergency response, first aid and other critical risks. • Assess competency of O&M personnel, supervisors, electrical technicians and contractor safety teams. • Promote safety awareness through campaigns, safety alerts, lessons learned and best-practice sharing. Environmental & Sustainability Compliance • Monitor environmental aspects associated with O&M activities, including waste management, hazardous waste, used batteries/oils, chemical handling, housekeeping and spill prevention. • Ensure compliance with applicable environmental requirements and company sustainability standards. • Drive effective waste segregation, disposal and pollution-prevention practices at O&M sites. Required Qualifications • Graduate/Diploma in Engineering (Civil/Electrical/Mechanical/Industrial) or Graduate in Science with Diploma/Post Diploma in Industrial Safety (State Technical Board/DGFASLI recognized). Experience • Around 12+ years of experience in HSE management, preferably in solar power plants, renewable energy, power generation, electrical utilities, infrastructure or industrial O&M environments. • Strong experience in Solar Power Plant O&M HSE, electrical safety, HT/LT systems, maintenance activities and contractor management is highly desirable. • Experience in managing HSE across multiple geographically dispersed sites with frequent travel and independent site-level engagement. Key Competencies • Strong knowledge of **O&M HSE systems, electrical safety and
