Key Responsibilities • Prepare and vet tender/RFP documents, bid conditions, schedules and other procurement-related documents. • Prepare detailed technical specifications, eligibility criteria, scope of work and technical evaluation criteria for IT, software, hardware, cloud, AI/ML and related technology procurements. • Coordinate with concerned Government Departments and stakeholders for understanding and finalization of procurement requirements. • Examine and process pre-bid queries, clarifications, amendments and corrigenda in consultation with the concerned stakeholders. • Manage and process GeM bids, including preparation, uploading, clarification, evaluation and other related procurement activities. • Coordinate with OEMs, authorized partners, system integrators and prospective bidders wherever required for obtaining technical inputs and clarifications. • Provide technical and commercial support during bid evaluation and assist in ensuring compliance with prescribed bid conditions. • Prepare comparative statements, technical evaluation reports, commercial evaluation documents, bid evaluation reports and related office notes. • Assist in preparing tender-related submissions, proposals and agenda notes for competent authorities, tender committees and evaluation committees. • Monitor tender milestones and timelines and coordinate with concerned stakeholders to ensure timely completion of each procurement stage. • Assist in identifying and resolving issues arising during tendering, evaluation and award processes. • Review bidder submissions against eligibility, technical and commercial requirements and highlight deviations/non-compliances. • Support procurement of emerging technologies, particularly Artificial Intelligence, Machine Learning, data analytics, cloud computing and other IT solutions. • Maintain proper records and documentation relating to tenders, bids, evaluations, clarifications and approvals. • Coordinate with internal teams and Government Departments to minimize delays and ensure smooth execution of procurement activities. • Perform any other tender/procurement-related responsibilities assigned by GIL from time to time. Required Educational Qualification • B.E./B.Tech. in Engineering / Technology, MCA, or equivalent qualification from a recognized institution; AND • MBA or equivalent full-time management programme of minimum 12 months duration from a recognized institution . • Minimum 4 years of experience on RFP and procurement.
