Role Purpose Lead the end-to-end procurement, strategic sourcing and supplier-management agenda for the assigned facilities management portfolio. The role converts business demand into category strategies, competitive commercial outcomes and reliable supplier performance while protecting service quality, compliance, continuity and stakeholder trust. It requires a strong corporate supply chain management background and the judgment to operate across national, regional and local supplier markets covering integrated facilities services, civil works, interior fit-outs, MEP services, maintenance materials and project-related procurement. Key accountabilities The Senior Manager will own the following outcomes: 1. Procurement strategy and category leadership • Develop and execute an annual sourcing plan covering in-scope FM services, civil and interior works, MEP services, materials, equipment and subcontracted work, aligned to business priorities, project pipelines, budgets and demand forecasts. • Build category strategies using spend analysis, market intelligence, specification review, total-cost analysis, supply-risk assessment and supplier capability mapping. • Apply a national, regional and local sourcing model, using enterprise purchasing power where it improves value while retaining suitable local capability and labor-market fit. • Maintain awareness of category trends, technology, pricing, capacity and service-delivery innovation; translate findings into approved business cases and implementation roadmaps. 2. Strategic sourcing and contracting • Lead competitive sourcing events from intake through award: clarify requirements, develop specifications, bills of quantities and scopes of work, define technical and commercial evaluation criteria, issue RFx packages, manage bidder engagement, evaluate offers, negotiate and recommend awards. • Negotiate optimum pricing, quality, measurable service levels, commercial protections and contractual commitments while meeting Client parameters, authorization limits, insurance standards and applicable regulations. • Ensure sourcing decisions are transparent, defensible and supported by complete bid records, benchmarks, price indices, approvals and audit-ready selection documentation. • Lead procurement workstreams for office fit-outs, refurbishments, new-site mobilization and portfolio changes, including supplier assessment, tender strategy, cost and schedule impact, contracting, onboarding, consolidation and stakeholder communications. 3. Supplier performance and risk management • Establish and govern a technology-enabled supplier performance management program with scorecards, KPIs, SLAs, review cadence, corrective-action plans and quarterly reporting. • Monitor key subcontractors for service quality, cost, cycle time, labor efficiency, compliance and stakeholder satisfaction; intervene early and resolve performance issues, disputes and payment risks. • Conduct market and financial-risk reviews for major suppliers and contractors, identify capacity, material-availability, financial and continuity risks, and maintain practical contingency plans for critical FM services and time-sensitive projects. • Drive structured supplier development, capability improvement, innovation adoption and vendor-consolidation opportunities without reducing approved scope or service levels. 4. Commercial, financial and value governance • Partner with Finance and operations to prepare vendor operating budgets, forecasts and demand plans; maintain visibility of planned, unplanned and recurring spend. • Approve or validate supplier invoices and commercial charges within delegated authority, confirming alignment to completed work, purchase orders, contract terms and approved scope. • Define savings baselines and report hard savings, cost avoidance, value creation and innovation benefits with clear methodology and supporting evidence. • Benchmark high-value FM contracts, civil and interior rates, labor schedules, material prices and major categories against relevant markets, and convert insights into negotiation, rebid or performance-improvement actions. 5. Responsible and sustainable supply chain • Set and deliver supplier-diversity plans supporting tier 1 and tier 2 participation, including mutually agreed annual spend goals and regional tracking. • Embed sustainability requirements in specifications, evaluation and supplier governance; support Scope 3 objectives, local sourcing and practical reduction of environmental impact. • Ensure suppliers and contractors meet applicable safety, security, labor, tax, information-security, statutory and site-specific requirements, including permits, insurances, method statements, warranties and handover documentation. 6. Technology, data and stakeholder leadership • Use e-procurement, contract, supplier-performance and analytics tools to improve control, cycle time, data quality, visibility and auditability; support interfaces with Client systems and CMMS/work-order data. • Provide clear executive reporting on pipeline, sourcing outcomes, supplier performance, risks, innovation, savings, diversity and sustainability. • Act as a trusted partner to Facilities Management, Finance, Legal, Risk, EHS, Security, IT, Compliance, project teams and business stakeholders; manage expectations and escalate material issues promptly. • Lead, coach and develop procurement/category resources and promote consistent processes, knowledge sharing, ethical conduct and continuous improvement. Qualifications and experience • Bachelors degree in Supply Chain Management, Procurement, Business Administration, Engineering, Finance or a closely related discipline from a recognized institution. • Typically 12 to 15 years of progressive procurement and supply chain experience, including substantial corporate SCM experience in a complex, multi-site enterprise; at least 5 years in a leadership, category-lead o
