Role Overview: Reporting directly to the Unit HR Head – Human Resources, the Deputy Manager / Manager / Sr. Manager (Compliance) – Human Resources is a critical governance and risk management role. The primary purpose of this position is to establish, monitor, and guarantee 100% HR statutory compliance across the organization for both on-rolls permanent personnel and outsourced vendor staff (OSVEs). This leader acts as the ultimate custodian of labor laws, regulatory audits, and government relations, ensuring the hospital operates with zero statutory deviations or legal exposure. Key Roles and Responsibilities: • Executing periodic, rigorous audits of corporate establishments, monthly payroll processing, vendor records, and incoming contractor invoices to guarantee complete legal alignment. • Managing the timely renewal of Contract Labour (Regulation and Abolition) Act Registration Certificates (CLRA RC) and monitoring active Vendor Labour Licenses to maintain uninterrupted operations. • Compiling, validating, and submitting periodic statutory returns, documentations, and reports to relevant government authorities within scheduled timelines. • Overseeing the timely calculation and submission of corporate statutory dues relating to the Labour Welfare Fund (LWF) and Professional Tax (PT). • Drafting authoritative corporate responses, providing active advocacy for legal notices, and managing strategic replies to concerned regulatory authorities. • Organizing and delivering structured monthly and quarterly training and general awareness sessions on HR statutory compliance across departments. • Maintaining a flawless, update-ready repository of statutory records, registers, and legal documentation. • Developing, updating, and publishing the monthly HR Compliance Dashboard, collaborating directly with functional stakeholders to drive prompt action closures. • Directing the CATS (Compliance Audit Tracking System) Audit process, monitoring daily progress metrics, and managing system-driven compliance queries. • Overseeing the structural design, verification, and audit of the OSVE (Outsourced Vendor Employee) salary breakups, Cost-to-Company (CTC) frameworks, and overall billing costs. • Maintaining a real-time, comprehensive outsourced vendor structure tracker and regional minimum wages monitoring tool. • Managing smooth commercial financial reconciliation, resolving transaction queries, and clearing payments for compliance and CATS vendors. • Monitoring and resolving deep-tier Provident Fund (PF) queries and anomalies in coordination with external specialist agencies. • Cross-checking, auditing, and validating government challans and deposit receipts for the Employees' State Insurance Corporation (ESIC) and Employees' Provident Fund (EPF). • Coordinating closely with the designated unit compliance Single Points of Contact (SPOCs) to consolidate self-audit checklists, Code of Conduct (COC/WB) guidelines, and Prevention of Sexual Harassment (POSH) statutory reports. • Managing institutional data filing inside ERP systems and preparing the central compliance miscellaneous data sheets. • Spearheading the deployment and operational stabilization of new technical CATS modules, ensuring smooth workflow synchronization between vendors, hospital units, and outsourced agencies. • Serving as the primary organizational representative for government liaisoning, attending to legal notices, managing regulatory inspections, and addressing official labor notifications. Experience and Qualifications: • Graduation or a Post Graduation degree specializing in Human Resources (MBA-HR / PGDM-HR or equivalent) is required. • Minimum of 10 to 12 years of rich, progressive professional experience focused entirely on HR statutory compliance management, core industrial relations, and Indian Labour Laws. • Exceptional technical command over corporate computers, database architectures, enterprise ERP packages, and modern HR compliance software tools. • Advanced analytical capability, innovative problem-solving mindset, and a deep, natural orientation to detail. • High behavioral competence characterized by excellent interpersonal skills, a presentable executive demeanor, pro-activeness, and self-motivation as a fast learner. • Strong written and verbal communication command over English to direct legal drafting, formulate official returns, and lead corporate compliance presentations. • Complete conversational and working proficiency in Hindi to effectively interface with a diverse on-site workforce, outsourced staff, and local administrative bodies. • Proven background in working collaboratively within cross-functional matrices, operating as an active team player committed to service excellence. • Established capability to drive strategic professional networks across internal divisions (Unit HR Head, HODs, Managers, Finance, Commercial, permanent employees, retainers, and outsourced workers) and critical external bodies (Labour Officials, prospective employees, professional networks, staffing vendors, compliance consultants, regional ESIC & EPF authorities within NCR, Assistant Labour Commissioners, Deputy Labour Commissioners, and labor courts).Role & responsibilities Preferred candidate profile
